The Department of Homeland Security (DHS) Science and Technology Directorate (S&T), Operations & Requirements Analysis (ORA) Division leads the engagement with DHS Operational Components, DHS Support Components, Headquarters (HQ) Offices, and state, local, tribal, and territorial First Responders (referred to Components or Component partners) by providing portfolio management over Research, Development, Test, and Evaluation (RDT&E) Needs, RDT&E Need refinement, and Innovation, Research, and Development Coordination (IRDC). Please refer to the attachments to this RFI for a full description of the requested information.
