Mission Systems Lifecycle Support (MSLS) Services

This contract action was a Time and Materials (T&M) Task Order with Cost Reimbursable Contract Line Item Numbers issued against the General Services Administration (GSA) Alliant 2 IDIQ contract 47QTCK18D0003, for Mission Systems Lifecycle Support (MSLS) services for the Office of Biometric Identity Management.

The purpose of this task order is to provide the Office of Biometric Identity Management with delivery of the full System Engineering Life Cycle for new capabilities, system changes, and existing service requests for all Office of Biometric Identity Management mission systems.

The contractor will provide services to include planning and analysis, requirements, design, development, testing, artifact creation and/or updates, and deployment support through agile and development, security and operations methodologies and practices, with a concentration on using Commercial-Off-The-Shelf products over any custom code development. The contractor shall assist with defining and implementing development, security and operations processes and tools.

This contract action was sole source in accordance with previously approved Justification and Approval Document in accordance with FAR 16.505(b)(2)(i)(B). The order must be issued on a sole-source basis due to the fact that only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.
