The Department of Homeland Security/Federal Emergency Management Agency/Office of the Chief Component Officer (OCCPO) hereby announces its intent to modify the Mission Contingency Planning Contract (“Mission Planning”) on a sole source basis in accordance with Federal Acquisition Regulation (FAR) 6.302-2, Unusual and compelling urgency with Dewberry Engineers Inc. 8401 Arlington Boulevard, Fairfax VA 22031. The Direct Temporary Housing Assistance Program is supported by several contracts including the Mission Planning and the Logistics and Construction Support Contract (“LCSC”).

The Mission Planning Contract is an indefinite delivery, indefinite quantity (IDIQ) contract that provides advisory and support services that assist the Government in the assessment and planning of direct temporary housing missions. This contract was awarded to Dewberry. The Direct Temporary Housing Assistance Program is also supported by the LCSC IDIQ contract, which plays a crucial role in the execution of direct temporary housing missions by providing a wide range of logistics and construction support services.

This contract was awarded to Dewberry. The scope of the modified contract will include the services provided under Mission Planning and LCSC in order to support FEMA’s housing mission. The period of performance for this requirement is 3 months. The total estimate value is $0. This notice of intent is not a request for competitive proposals.

However, any interested party that believes it can meet the Mission Planning requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. All capability statements received within 5 days after publication of this synopsis will be considered by the Government.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice. Information received will be considered solely for determining whether to conduct a competitive procurement.
