Snow Removal - Selfridge ANGB, MI

The purpose of this Amended Solicitation is to change the RFQ response deadline to 04/20/2026 at 1:00PM ET and to revise the SOW 4.1.1 by replacing the third paragraph with the following language: "Government Authorized Representative will review the completed work and contact the contractor if something more is needed."

(1) This is a combined synopsis/solicitation for commercial items as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(2) The solicitation number is 70B03C26Q00000086 and is issued as a Request for Quotes (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through the date of release of this RFQ. The associated North American Industrial Classification System (NAICS) code for this procurement is 561730 with a small business size standard $9.5 million.

(3) This procurement shall be set aside 100% for small business. All qualified, responsible sources may submit quotes in accordance with the provision at RFO FAR Section 52.212-1, and the additional instructions set forth herein. Quoters are advised that they are responsible for obtaining any amendments that may be issued to the solicitation. The resulting contract shall be awarded to the offeror who provides the best value to the Government, after tradeoffs.

(4) The Department of Homeland Security (DHS), Customs and Border Protection (CBP), Procurement Directorate, intends to award a Purchase Order (PO) for the procurement of Snow Removal for Selfridge ANGB, Michigan. It is required that all quoters submitting a quote review the attached STATEMENT OF WORK (SOW) to review all requirements. All quoters submitting a quote shall be required to meet the requirements found in the SOW.

(5) Technical Capability: Quoters shall submit a capability statement, not to exceed (4) pages, that describe the quoters abilities to successfully complete the requirements in the Statement of Work.

(6) Past Performance: Quoters shall complete the attached Past Performance Form, submitting reference summaries for not more than three (3) relevant and recent projects. Relevant projects are those that are similar to those requested in this contract. All references should be either ongoing or completed within the last three (3) years.

(7) Price: Quoters shall submit a price quote on the attached Price Quote Form. Options pricing should be balanced (equally priced or close thereto), and failure to properly weight the options will result in the quote being deemed non-responsive.

(8) Questions concerning the technical aspects of this solicitation or requests for a site visit should be submitted to the Facility Operations Specialist: michel.j.desrosiers@cbp.dhs.gov no later than 4/6/2026 at 1:00 p.m. ET. Do not send quote packages to this email address.

(9) Quoters shall submit the: (1) completed and signed SF 18, (2) Technical Capability Statement, (3) Past Performance Form, and (4) Price Quote Form, to the Contract Specialist: colin.a.colgan@cbp.dhs.gov no later than 4/20/2026 at 1:00 p.m. ET. The Quoter should submit these as four separate attachments within the same email. The total email file size cannot exceed 10MB. Questions concerning the contracting aspects of this solicitation are to be sent to the Contract Specialist above no later than 4/13/2026.

(10) Period of performance for the PO shall be one (1) year, with four (4), one-year option periods exercisable at the Government’s discretion. Base Period 5/1/2026 – 4/30/2027 Option Year 1 5/1/2027 – 4/30/2028 Option Year 2 5/1/2028 – 4/30/2029 Option Year 3 5/1/2029 – 4/30/2030 Option Year 4 5/1/2030 – 4/30/2031 Vendor shall perform snow removal services in accordance with the SOW during the period of performance and submit invoices monthly in arrears upon completion of the scheduled performance.

Although the base year consists of twelve (12) months, given the nature of the services (snow removal), the vendor shall be “on call” and available at a quoted firm fixed per diem (daily) rate from May 1st through October 31st of the Base Period, and each option year if exercised. Vendor shall perform regular services in accordance with the SOW during the active service period from November 1st through April 30th of each period of performance, at a quoted firm fixed monthly price.
