CBP L.A. Field Office Firing Range Services

This is a presolicitation notice for a noncompetitive contract action. The U.S. Customs and Border Protection (CBP), Office of Field Operations, Los Angeles Field Office requires a firing range, mat room, and two classrooms that can accommodate approximately 1,500 CBP Officers for quarterly weapons and tactical qualifications training.

The range facility must also include adequate parking, a training area for simunition training, and sufficient storage space for two 20 ft. storage containers and one 10 ft. storage container. Two ranges of at least 25 yards, rated for rifle qualification, are required. Use of the ranges will be required approximately 180 days per year. The required training hours are 7:00-4:00 from January through September and 1:00 p.m.-10:00 p.m. from October through December.

The range facility must be located within 30 miles of the following address: U. S. Customs and Border Protection 301 E. Ocean Blvd Long Beach, CA 90802 The period of performance will include a base year and four option years. The period of performance for each contract period will be as follows:

Base Year: September 16, 2024 – September 15, 2025 Option Year 1: September 16, 2025 – September 15, 2026 Option Year 2: September 16, 2026 – September 15, 2027 Option Year 3: September 16, 2027 – September 15, 2028 Option Year 4: September 16, 2028 – September 15, 2029 The Government intends to award a firm-fixed-price contract on a noncompetitive basis to the following source due to the fact that no other sources have been identified within the required 30-mile radius of the requiring office: Rio Hondo Community College 3600 Workman Mill Rd.

Whittier, CA 90601 A Request for Quotations (RFQ) is expected to be issued on or about July 19, 2024 with a closing date of July 29, 2024. The RFQ will not be made available through SAM, but may be requested by interested vendors by contacting the contract specialist, Eric Neckel, at eric.r.neckel@cbp.dhs.gov. All responsible sources may submit a quotation which shall be considered by the agency.

It is anticipated that award will be made on or about August 16, 2023. The applicable NAICS code 713990 - All Other Amusement and Recreation Industries. The corresponding size standard is $9 million. In order to be considered for award, vendors must be registered in the System for Award Management (SAM) at www.sam.gov prior to the solicitation closing date. Interested vendors not already registered in SAM are strongly encouraged to register as soon as possible.
