Notice of Intent to Sole Source for CheckPoint Temperature and Humidity Monitoring System

The Department of Veterans Affairs, Network Contracting Office 17 Regional Procurement Office West 124 E Hwy 67 Suite 100 Duncanville TX75131 intends to negotiate a sole source firm fixed priced contract with: EOI, Inc. dba Medical Resources 8377-C Green Meadows Drive North, Lewis Center, Ohio 43035 in support of a requirement for maintenance, monitoring, and support for the existing CheckPoint Temperature and Humidity Monitoring System at the main facility and outpatient clinics.

This procurement is being conducted in accordance with FAR 13.106-1(b) (1)(ii), "Soliciting from a Single Source." The NAICS code utilized for this procurement is 339113 Surgical Appliance and Supplies Manufacturing. with a business size of 800 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES.

However, Contractors may submit a capability statement, proposal, or quotation, which the contracting officer shall consider whether to continue with the sole source procurement or provide for competition. Such responses MUST be received no later than March 28, 2024, at 3:00 PM Central Time—forward responses by email to ivan.torres1@va.gov. Due to technical issues, please allow additional time if you're using electronic means.

Responses received will be evaluated; however, a determination by the Government not to compete with the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Department of Veterans Affairs, NCO 17, will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered.

As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for an award.

Also, the prospective contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller to the Department of Veterans Affairs for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty, and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.

Interested parties are encouraged to furnish information by email only with Response to Intent to Sole Source for a requirement for maintenance, monitoring, and support for the existing Checkpoint Temperature and Humidity Monitoring System at the main facility and outpatient clinics in the subject line. All documents submitted will not be returned.

All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed to Contracting Specialist Ivan Torres at ivan.torres1@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement.
