Drydock and Repair of FB-674 and FB-680

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested; and a written solicitation will not be issued. This solicitation will be accomplished under the authority of FAR Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items.

2. The solicitation number is 6991PE24Q000012 and issued as a Request For Quotation (RFQ).

3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05, effective May 25, 2024.

4. This procurement is full and open under North American Industry Classification System (NAICS) code 336611, Ship Building and Repairing.

5. Description of Requirements The U.S. Department of Transportation (DOT), Maritime Administration (MARAD), Suisun Bay Reserve Fleet (SBRF) has a requirement to perform routine drydocking and repair of two (2) service crafts, covered barges FB 674 and FB 680. The work includes drydocking or hauling the vessel out of the water, performing surface preparation and coating of the vessel’s hull, and performing repairs as specified or as found during the drydocking process identified in the attached Statement of Work (SOW).

The period of performance is thirty (30) days after arrival to the Shipyard. Because these crafts are not considered deep-seaworthy, all work must be performed on these vessels in the San Francisco Bay area, such area to include the up-river areas of Sacramento and Stockton. The Government intends to award a firm fixed price purchase order with supplemental work as a result of this Combined Synopsis/Solicitation.

6. Required Responses All firms intending to submit a quotation should plan to attend a site visit. The FB 674 and FB 680 are located at Suisun Bay Reserve Fleet, 2595 Lake Herman Road, Benicia, CA 94510. Site visits will be scheduled on or before August 29, 2024. Questions or comments regarding this solicitation shall be submitted to the Contracting Officer via email at jon.meagher@dot.gov by September 4, 2024 at 1:00 PM (PT), to allow the Government sufficient time to respond. Any questions received after this date are not guaranteed to be addressed.
