Amendment A0001 is hereby issued to add Attachment 9, Addendum #1. All other terms and conditions remain the same.

The Federal Aviation Administration (FAA) has a has a requirement for replace and/or install doors and/or hardware, with associated accessibility and security features, at five (5) openings at the FAA Indianapolis Air Route Traffic Control Center, Indianapolis, IN 46241. An award for this requirement is anticipated to be made to the offeror with the lowest priced quote received on or before December 18, 2025 that can be determined fully responsive and responsible.

SOLICITATION This is a competitive solicitation for a FIRM FIXED PRICE (FFP) contract. As such, any proposals received that take exception to the terms and conditions in this solicitation, proposes additional terms or conditions, or otherwise indicates within their proposal that their proposed pricing is not all inclusive of the FFP proposed, cannot be evaluated at face value in a competitive environment and will, therefore, be determined ineligible for a contract award.

Any activities or costs associated with offerors proposal development and submission thereof is at the risk of the offeror and will not be reimbursed by the FAA. This solicitation is 100% set-aside for Small Businesses. SITE VISIT A site visit has been scheduled for November 25, 2025 at 10:00 a.m. ET. OFFER DUE DATE All responses to this solicitation for quotes must be received by email to connie.m.houpt@faa.gov on or before December 18, 2025, at 1400 CT. Please include "SIR Response: 6973GH-26-R-00039 ZID ARTCC Door and Hardware Replacements” within the subject line of your email to the Contracting Officer: connie.m.houpt@faa.gov. Please refer to SIR Section L Instructions, Conditions, and Notices to Bidders for instructions on submitted proposals.

Three (3) Organizational Experience Forms, Attachment 4, must be submitted with the proposal. Any responses received after the established date and time for receipt of proposals will not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals. If all requested information is not furnished, the vendor’s response may be determined unacceptable; therefore, not considered as one of the qualified companies.

Oral or written communications with offerors, during the screening process, will be conducted if the FAA deems communication is necessary. All Offerors must be registered in the System for Award Management, www.SAM.gov.

Per the FAA Acquisition Management System (AMS), clause 3.3.1-33 System for Award Management (SAM), paragraph (b)(1) “By submission of an offer, the offeror acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.” This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts.
