The Federal Aviation Administration (FAA) has a requirement to Replace 12” x 12” vinyl tile and 2’ x 2’ carpet squares in boiler room, chiller room and ESU Offices Houston ARTCC ZHU. It is anticipated that a stand-alone contract with Firm Fixed-Price pricing arrangement will be awarded as a result of this solicitation. The NAICS code applicable to this requirement is 238330. The business size standard for this NAICS is $19.0M.
Contractors must be registered with the System for Award Management (SAM,) www.sam.gov on the date established for receipt of offers. Reference AMS Clause 3.3.1-33, paragraph (d), "if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror." The FAA reserves the right to review and verify each offerors program eligibility.
Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals.
An award for this requirement is anticipated to be made to the offeror with the lowest priced quote received on or before April 11, 2025, that can be determined fully responsive and responsible. SOLICITATION This is a competitive solicitation for a FIRM FIXED PRICE (FFP) contract.
As such, any proposals received that take exception to the terms and conditions in this solicitation, proposes additional terms or conditions, or otherwise indicates within their proposal that their proposed pricing is not all inclusive of the FFP proposed cannot be evaluated at face value in a competitive environment and will, therefore, be determined ineligible for a contract award.
Any activities or costs associated with offerors proposal development and submission thereof is at the risk of the offeror and will not be reimbursed by the FAA. This solicitation is 100% set-aside for Small Businesses. SITE VISIT A site visit has been scheduled for March 25, 2025 at 10AM-12PM local time at the address below. Please let me know 4 days prior if you wish to attend. This site visit is only to see the actual site and not for answering questions not related to the Statement of Work. INSTRUCTIONS Full instructions for submitting an offer are found in Section L starting on page 52 of the solicitation document. Make sure to complete the following:
(a) Completed SIR document with all pricing information in Section B and (b) Representation and certifications in Section K (starting on page 43) marked with acceptable responses. Submit as a complete document.
Do not excerpt and consolidate fill-in pages. (c) Completed Experience Information Form (EIF) attached in Section J which demonstrates the following information: - Both projects involve commercial restroom renovations and/or new installations. - All projects submitted must have been underway or completed within the last three years from the closing date of this SIR - Projects must be valued at or over $30,000.00 - All form blocks must be filled in to include Customer POC contact information.
PROPOSALS THAT DO NOT INCLUDE A COMPLETED SIR DOCUMENT AND COMPLETED EIF DOCUMENT WILL NOT BE ELIGIBLE FOR AWARD
EVALUATION FACTORS Evaluation factors and basis for award are found in Section M on page 58 of the solicitation document. AWARD DECISION The FAA intends to award a contract to the lowest price offeror determined to be eligible for award. The FAA reserves the right to cancel this solicitation at any time, for any reason, and without notice. Any costs incurred developing a proposal, attending a site visit, or otherwise responding to this solicitation is at the risk of the interested offeror.
OFFER DUE DATE All responses to this solicitation must be received by email to Nina.j.musser@faa.gov on or before April 11, 2025 at 1500 (3:00 PM) Central Time. Any responses received after the time specified may not be considered in accordance with AMS Provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals, incorporated by reference in the solicitation. If all requested information is not furnished, the vendor's response may be determined ineligible.
