UPDATE 02 Released: 2/20/24 The purpose of this update is to make known the FAA's current anticipated release date and provide Q&A. RFQ RELEASE The FAA is currently anticipating release of the RFQ to be on or before Friday, 2/23/2024. This is an estimated date only, and subject to change. The solicitation period is anticipated to extend only one week from the date of release. This is to ensure adequate time to coordinate the first delivery to satisfy the FAA's initial delivery need after a contract is awarded.
Q&A QUESTION: Will the field office have equipment on hand to unload the fiber, or will we need to provide the equipment during delivery?
FAA RESPONSE: Government personnel at the site will unload the fiber reels using Government-owned equipment (forklifts). Ensuring the availability of these Government resources at the time of deliveries is the main purpose of the FAA’s delivery coordination requirements for each lot delivered. (end of update)

MFG P/N: 024ZC5-14100-SN" The FAA is appreciative of any questions received as a result of this announcement to ensure our forthcoming solicitation process is successful to satisfy the FAA's need. Due to the relative short solicitation phase we are anticipating to secure the first delivery when needed, interested and eligible offerors are encouraged to proceed to send any other questions about this requirement as decribed below to the POC of this announcement. THIS IS A PRESOLICITION NOTICE (100% SET-ASIDE TO PARTICIPANTS IN SBA'S 8(a) PROGRAM) The purpose of this announcement is to make known the FAA's intent to release a competitive RFQ within the next two weeks (estimated). Due to the FAA's initial delivery needs, it is anticipated interested offerors may have only a limited amount of time and may only have about one week to respond. The information contained in this announcement is not final and still subject to change.
Questions regarding this requirement to assist in the preparation of developing proposals are welcome and recommended to be submitted at any time following the release of this announcement. Questions and FAA responses may be publicly posted to ensure a fair and equal competitive environment and should not contain any company names or any other information that your company does not wish to be publicly posted. The FAA intends to release an Request for Quote to purchase up to 18 total spools (40,000 feet each) of Corning SST-Ribbon Armored Sensing Cable (24 strand)
MFG P/N: 024ZC5-14100-SN on a defined delivery schedule where early deliveries will not be accepted due to the Government end-user's sotrage limitations. Pending ongoing internal FAA reviews of the solicitation, the anticipated release date of the RFQ will be on or around 2/29/2024. The FAA contemplates a single Firm Fixed Price (FFP) purchase order being awarded as a result of this RFQ.
FAA intends to award a single purchase order to the lowest price vendor who can be determined responsive to the requirements of the RFQ and responsible. The anticipated announcement number will be 6973GH-24-Q-00097; however, this may be changed as a result of ongoing internal FAA reviews. The FAA has limited funds for this purchase and intends to purchase nine (9) rolls initially, and up to nine (9) additional rolls subject to availability of funding.
For evaluation and award decision purposes, the FAA intends to evaluate offers for lowest total price based on pricing consistent with 18 roles delievered in lots of 3 each, and according to the defined delivery schedule below. Offerors are cautioned that unbalanced pricing (pricing which constitutes advanced payment prior to delivery and acceptance) will not be accepted for award consideration. The quantities and delivery schedule for this requirement is currently anticipated to be as follows:
INITIAL (EXPECTED TO AWARD) Delivery Lot #1 (3 spools): 4/1/24 Delivery Lot #2 (3 spools): 7/1/24 Delivery Lot #3 (3 spools): 10/1/24 SUBJECT TO AVAILABILITY OF FUNDS (EXACT QUANTITIES ORDERED WILL BE DEFINED AT TIME OF AWARD) Delivery Lot #4 (3 spools): 1/15/25 Delivery Lot #5 (3 spools): 4/1/25 Delivery Lot #6 (3 spools): 7/1/25 If a lesser quantity than 18 is awarded due to lack of funds, the FAA intends to reduce quantity of spools, and/or lots from the latest delivery to the soonest).
For each lot, the FAA intends to require pricing be provided in the following format -Price per spool/per lot -Price per each delivery consistent with delivery schedule above -A total price per lot (Total evaluated price for award consideration will consist of a sum of all total lot prices for all six (6) lots) Exact dates of delivery to be 15 calendar days beyond or before the dates above. The first delivery will need to be coordinated with the FAA POC within days after award.
All following deliveries after the first delivery must be coordinated not later than 15 days prior to each delivery date of this schedule. Early deliveries not consistent with the awarded schedule will not be accepted.

This is a pre-solicitation announcement only to make known the FAA's intent. The FAA reserves the right to cancel this announcement at any time, or not release a solicitation for quotes at all.
