“Notice of Intent to Issue a Sole Source Contract to Railroad Technology and Services to conduct Real-Time Bridge Condition and Rating System Demonstration”. The Federal Railroad Administration (FRA), Washington, DC, intends to award a sole source, non-commercial R&D Contract to Railroad Technology and Services to conduct:
(1) initial railroad bridge inspection and ratings report.
(2) Plan, design and install of instruments to capture performance of railroad bridges under in-service loading conditions.
(3) The iterative analysis and comparison of measured bridge response to train loads to the finite element bridge model.
(4) Performance metrics for this system including quantified performance reports of real-time condition monitoring and load rating systems.
(5) The contractor must continue to operate the real-time condition monitoring and load rating system on each bridge for one year.
(6) Upon research completion and in coordination with FRA and owner railroad, contractor must de-commission installed bridge equipment.
(7) Technical reporting to document the project execution and results. The proposed contract action, for which the Government intends to solicit and negotiate with “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”is under the authority of FAR 6.302-1, and (ii) and 41 U.S.C. 253(c)(1). NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE.
This synopsis is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. Respondents must provide a capability statement. Oral communications are not acceptable in response to this synopsis.
Interested parties with the capability of meeting the proposed requirements are requested to identify their interest by email to the FRA point of contact, Ric Schweitzer, ricky.schweitzer@dot.gov no later than 2:00 p.m. Eastern Time, Wednesday September 03, 2024. Such capabilities/qualifications will be evaluated solely to determine whether to conduct this procurement on a competitive basis.
A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
