Traffic Incident Management (TIM)

Pursuant to FAR 13.106-1(b), the Federal Highway Administration (FHWA) intends to solicit a quotation to award a single source purchase order with Cumberland Valley Volunteer Firemen’s Association (CVVFA), Unique Entity ID: R13FQ397X715, on-personal services order to compile, assess, analyze and maintain data on Traffic Incident Management (TIM) responder and other road workers Struck-By serious and fatal injuries sustained on U.S. roadways.

CVVFA is the only contractor/team positioned with a database of information that FHWAs requires to understand the problem of TIM Responder Struck-By Line of Duty Deaths. No other source can satisfy this requirement and provide this national data tracking for all TIM responder discipline fatalities and injuries, therefore CVVFA is the only source with an existing database and mapping capability.

The intent of this notice is not to request competitive quotations, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
