The purpose for Amendment No. 0001 is to respond to the questions mention below:

Question-1: Section B states the proposals must be submitted within 60 days of the publication notice, however in Section D it states in needs to be within 30 days. It appears the Solicitation in SAM.gov shows the 30-day due date, but I wanted to request clarification.

Response-1: Proposals are due in 30-days.

Question-2: We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services.

Response-2: The cooperative agreement for an economic impact study of decarbonization on the American Maritime fleet RFP: 693JF724R000032 is a new requirement without an incumbent.

MARAD is requesting proposals for a comprehensive study and analysis of the economics of decarbonizing the U.S. commercial maritime fleet at a rate and magnitude required to meet the U.S. goal of net-zero economy-wide GHG emissions by 2050. It will draw on both existing and emerging information to estimate the range of total cost over time, the necessary levels of public and private investment, and the likely impact of domestic and international standards and regulations on the U.S. fleet. The goal is to produce results that can inform industry investment decisions and government policies that could better support industry’s transition.
