Notice to Intent to Sole Source -PAR 16

The U.S. Government intends to award, on a sole source basis, a contract to Talogy for 16 personality factors (16PF). The 16PF is a self-report assessment that measures 16 normal adult personality dimensions. It is commonly used for employment purposes.16PF from Talogy consists of licensing or coupons for each assessment given and the online platform access used to administer and score the assessment. 16PF is one of the most reliable and valid personality assessments on the market.

16PF is used heavily in the civilian workforce and is one of the most established assessments for selection and recruitment which is a critical function of The Command Assessment Program (CAP) to support the U.S. Army Human Resource Command (HRC), Fort Knox, KY.
