1. Introduction The FAA’s intends to award a Time and Material, Indefinite Delivery/Indefinite Quantity type contract with five one-year ordering periods to CSSI, Inc. on a single source basis for engineering services. The services are in support of research, testing and validation of advanced aviation separation and airspace concepts conducted by the Separation Standards Analysis Branch located at the FAA William J. Hughes Technical Center for Advanced Aerospace, Atlantic City, NJ.
The Branch provides analytical assessments of the relationship between separation standards, emerging technological concepts, and new procedures for use in developing future airspace separation minima, e.g., Monitored Altimetry System Error (ASE), Reduced Vertical Separation Minima (RVSM), Performance Based Communications and Surveillance (PBCS) enabled separation.
The branch conducts research, testing and validation of advanced aviation separation and airspace concepts in analytical and modeled environments to determine its technical and operational performance suitability and usability, including Space-Based Automatic Dependent Surveillance-Broadcast (ADS-B) and Commercial Space initiatives. The Government intends to procure these services pursuant to Acquisition Management System 3.2.2.4 “Single-Source Selection”.
After two Sources Sought Notices were published on different platforms, CSSI, Inc. was the only interested firm that was found to possess the technical expertise and experience necessary to perform this critical National Airspace System (NAS) safety-related work. The first notice was published on the Electronic FAA Accelerated and Simplified Tasks (eFAST) website, a Department of Transportation managed website that facilitates the acquisition of services from qualified small business vendors.
The second notice was posted on the System for Award Management (SAM) website. Award to a company without the necessary experience in RVSM RMA support would jeopardize the mission of the Separation Standards Branch and create a grave lapse in the FAA’s ability to provide safety risk analysis, and to maintain and monitor aircraft height keeping for ASE, services that are required for the safety of the NAS and international airspace.
