This is NOT a solicitation for proposals, proposal abstracts or request for quotations. The purpose of this notice is to obtain the following information: The availability and capability of qualified resources; Whether they are a small or large business relative to their size classification under the North American Industry Classification System (NAICS) Code for the proposed acquisition 561720 -Janitorial Services with a small business size standard of $22M.
Requirement Description: The Great Lakes St. Lawrence Seaway Development Corporation (GLS) is a wholly owned U.S. Government corporation within the U.S. Department of Transportation which owns and operates that portion of the St. Lawrence Seaway in U.S. territorial waters between Lake Ontario and Montreal, Quebec. GLS’s mission is to facilitate the safe and efficient passage of commercial vessels through the Seaway which includes maintenance, repair and/or replacement of structures and facilities.
GLS is seeking janitorial services for its newly established visitor center. The primary requirement is for comprehensive daily cleaning and maintenance to ensure the facility remains in pristine condition for visitors and staff. This includes routine tasks such as dusting, vacuuming, mopping, restroom sanitation, trash removal, and general tidying of all public and private spaces within the visitor center.
The contractor must be equipped to handle the varying levels of visitor traffic and maintain a consistently clean and welcoming environment. In addition to the regular day-to-day cleaning, the contract also requires extensive deep cleaning services to be performed outside of regular operating hours. This deep cleaning will focus on more intensive tasks such as thorough cleaning of floors, carpets, windows, and detailed sanitization of restrooms and kitchen areas.
The visitor center operates seven days a week during the peak season, with reduced hours in the off-season. Therefore, the contractor must be flexible and capable of adjusting the cleaning schedule and intensity according to the seasonal needs of the visitor center. The successful contractor must demonstrate a proven track record in providing high-quality janitorial services, particularly in high-traffic public spaces.
They should employ trained and experienced staff who are adept at using environmentally friendly cleaning products and techniques. The contractor must also be compliant with all health and safety regulations, ensuring that cleaning practices do not pose any hazard to visitors or employees of the visitor center. Reliability, attention to detail, and the ability to work efficiently under varying conditions are essential qualities for this contract. The contractor's commitment to maintaining the highest standards of cleanliness and hygiene will be a key determinant in the selection process.
Submission: Interested firms shall submit the following:
Name of Company; Company Address; Point of Contact, with Name, Phone Number and Email; NAICS Code, Unique Entity Identification Number (UEI), CAGE Code, and Socio-Economic Size Status (Large/Small Business/HubZone/8(a)/Woman Owned Small Business/Service Disabled Veteran Owned Small Business/etc.) Provide a capability statement that lists three projects similar in scope, completed in the last 3 years. These projects may involve janitorial services provided to entities outside of the federal government.
Brief descriptions of the relevant projects shall be provided along with contact references for each project. (Not to exceed 3 pages) Respond via e-mail to purchasing@dot.gov. The email subject line must contain Janitorial Services Sources Sought 6923G524SS0004. Verbal questions will not be accepted and GLS will respond to written questions at its discretion. All communications must be sent via email to purchasing@dot.gov.
Respondents to this notice should not anticipate feedback with regards to their submission other than acknowledgement of receipt. GLS reserves the right to review late submissions but makes no guarantee that they will be reviewed. Results of this Notice will not be provided.
