This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

Solicitation No. 6913G624Q300024 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedure; and supplemented with additional information/procedures from FAR Part 36. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2023-06, effective 12/04/2023. This is a Total Small Business set-aside.

The NAICS Code is 238220; the Small Business size standard is $19 million.

The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center) has a property lease agreement of approximately 180 acres located at Joint Base Cape Cod (JBCC) in Sandwich, MA consisting of one building (Building #2410) and an aircraft runway that are used for demonstration & testing of backup Global Positioning System (GPS) capabilities and a complimentary Positioning, Navigation, and Timing (PNT) system.

In support of the United States Air Force (USAF) and Federal Aviation Administration (FAA), the Volpe Center requires construction services to replace the inoperable rooftop heating, ventilation, and air conditioning (HVAC) unit. This service entails executing construction renovation tasks as per drawings and specifications for Building #2410.

Quotations shall include technical information and pricing in a written quotation in accordance with the instructions contained within the attachment "Solicitation 6913G624Q300024". Requests for information pertaining to this solicitation must be received by 12:00 PM ET, May 3, 2024, via e-mail to both the Contracting Officer, Patricia Barnett at patricia.barnett@dot.gov and Branch Chief, Matthew Phelps at matthew.phelps@dot.gov. Only emailed quotes will be accepted.

The signed quote must be submitted via e-mail to both the Contracting Officer, Patricia Barnett at patricia.barnett@dot.gov and Branch Chief, Matthew Phelps at matthew.phelps@dot.gov. The quote must be received by 4:00 PM ET, May 8, 2024. Late quotes will not be accepted. No telephone requests will be honored. The Government will not pay for any information received nor pay any costs incurred in preparation and submission of quotes.
