The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with The Conference Board, Inc. (large business), under the Talent Management Executives Council II membership for the Environmental Protection Agency’s Office of Mission Support (OMS).

The Conference Board, Inc. (large business) has been providing this integral service for the Agency under contract 68HERC24P0005 which expired on September 30, 2024. The Agency is attempting to achieve cost savings by reducing operating costs, generating income through disposal of assets, and more efficiently leadership, management, and training forums that provide inclusion and diversity.

The Conference Board, Inc. has been providing their services to the Agency during a time of increased remote work with agency workers, allowing for a seamless way for team members to meet, discuss ideas, and make decisions in a more timely manner at a lower cost to doing business in person.

Specifically, Talent Management Executives Council II membership will enable EPA’s Deputy Director, Policy, Planning and Training Division within OHR and seven other agency employees to access and use The Conference Board’s research, guidance, and case studies on today's top business challenges and opportunities, annual surveys and benchmarking reports, webcast and podcast series.

The Conference Board, Inc. (large business) is the only known firm qualified to provide these services because The Conference Board, Inc. is a 501 non-profit business membership and research group organization. It counts over 1,000 public and private corporations and other organizations as members, encompassing 60 countries. The Conference Board’s products include economic indicators, reports, meetings, webcasts, and Councils that deliver insights for what’s ahead.

This requirement will utilize FAR Part 6. The North American Industry Classification System (NAICS) code is 611430, Professional and Management Development Training with a small business size standard of $15.0 million dollars. The Conference Board Inc. (large business) is the only known contractor to provide these specific type of services through their network of media distribution. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS.

Notwithstanding, any firm that believes it is capable of meeting the EPA’s requirement may submit a capability statement which must address how it will meet requirements identified above. Such documentation must be submitted to the Contracting Specialist by 12:00 (Noon) Eastern Time on October 15, 2024. A determination not to compete the proposed Firm Fixed-Price contract based upon the responses received to this notice is solely within the discretion of the Government.
