Source Selection Boot Camp 3 Days The Source Selection Bootcamp is designed to prepare acquisition personnel to plan source selections through critical thinking. It covers the selection and development of evaluation factors for award, evaluation process design, and solicitation preparation.
The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Vernon J. Edwards LLC (small business), under the authority of FAR Part 6.302-1, for a Firm Fixed-Price Contract to continue to provide Source Selection Bootcamp Training for the Environmental Protection Agency’s Office of Acquisition Support (OAS).
The Source Selection Bootcamp offered by Vernon J. Edwards LLC is specifically designed with an emphasis on critical thinking as it relates to planning and executing source selections through critical thinking. The Source Selection Bootcamp course is designed to prepare acquisition personnel to plan source selections through critical thinking. It covers the selection and development of evaluation factors for award, evaluation process design, and solicitation preparation.
The course length is three (3) days which is an optimal length for the acquisition workforce. The training is also provided virtually which allows for increased flexibility and a reduction in travel costs and lessens the carbon footprint of a typical in-person class.
This requirement will utilize FAR Part 6. A search using the North American Industry Classification System (NAICS) code 611430, Professional and Management Development Training, returned Vernon L. Edwards LLC as the only known contractor who can provide three (3) day training class. Research has been conducted to identify other potential offerors of a similar course, but no other offerors have been identified.
Market Research has produced no other venders that offer and existing class that covers the necessary material in the limited class time required. The value of this acquisition does not rise to the level of being synopsized on the GPEs as required by FAR 5.101(a)(1). THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. Notwithstanding, any firm that believes it is capable of meeting the EPA’s requirement may submit a capability statement which must address how it will meet requirements identified above.
Responsible sources may submit a response which, if received timely, shall be considered by the agency. Such documentation must be submitted to the Contracting Officer by 12:00 (Noon) Eastern Time on February 5, 2024. A determination not to compete the proposed Firm Fixed-Price contract based upon the responses received to this notice is solely within the discretion of the Government.
