VIRTUAL WORKPLACE AVIATION MAINTENANCE SIMULATION

The Commander Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a purchase order to Pendaran, Inc (Cage Code 66QL4, 2790 Parkridge Drive, Ann Arbor,MI 48103-1733) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements.

The Fleet Readiness Center Southeast (FRCSE) at Naval Air Station (NAS) Jacksonville has a requirement for a Virtual Workplace Aviation Maintenance Simulation Training (VWAMS) that simulates a real-world aviation manufacturing or maintenance facility mimicking issues that could be experienced in an actual workplace.

The goal is to provide specialized training to assist the command in achieving real maintenance and production-minded operational improvements by enhancing workforce understanding to develop stable and consistent operations, self-directed improvement, and self-stabilization in support of FRCSE’s Aviation Maintenance Repair and Overhaul (MRO) & Manufacturing Programs Organization and Operation Development.

The contractor shall provide a replication of a real-time operating aviation manufacturing or maintenance environment including laptops that provide continuous, connected, immersive multi- station virtual factory simulation with participants rotating into various roles throughout the duration of the class. Participants shall also be challenged with safety, environmental, and quality simulations.

Pendaran is the original designer, developer and manufacturer of the VWAMS customized support software developed uniquely for the Fleet Readiness Centers (FRC). Pendaran is the only source with the requisite knowledge, experience, and technical expertise to provide the VWAMS technology, including improvements, and software development. Pendaran is the only source with the technical data, requisite knowledge and capabilities required to provide the requested VWAMS for Fleet Readiness Center South East (FRCSE).

Pendaran, Inc. is the only known qualified source capable of satisfying the Government's specific requirements and mission for this procurement. For this reason, the Government intends to procure these products on a sole source basis from Pendaran Inc (CAGE Code: 66QL4). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES.

However, all responsible sources may submit a capability statement, which, if received within two (2) calendar days after the date of the publication of this synopsis, may be considered. Information received will be considered solely for the benefit of the Government and any further action are within the discretion of the Government.
