Request For Information Permanent Change of Station (PCS) II

The National Geospatial-Intelligence Agency (NGA) intends to issue a sole source Firm Fixed Price (FFP) contract with mLINQS, a Service Disabled Veteran Owned Small Business (SDVOSB) located in Fairfax Station, Virginia, for Permanent Change of Station (PCS) II software application and support services.

The NGA Financial Management Data - Systems and Business Process Solutions office (FMDZ) requires an automated capability that will support all relocation expenses which include travel entitlement payment calculations and applicable taxes for PCS transactions in accordance with guidelines outlined in the Joint Travel Regulation (JTR). The proposed contract action is being pursued under the statutory authority of 10 U.S.C.

3204(a)(5) as implemented by FAR 6.302-5, Authorized or required by statute, which authorizes sole source awards under the Veterans Benefits Act of 2003. The proposed contract action is in accordance with FAR 19.1406 and DARS Tracking Number: 2024-O0002, Class Deviation—The Service-Disabled Veteran-Owned Small Business Program. This notice is in accordance with FAR 5.2, Synopses of Proposed Contract Actions, and is not a request for competitive proposals. A solicitation will not be posted.

However, any responsible source that believes it can meet this requirement may submit a written response with supporting evidence in sufficient detail demonstrating the ability to fulfill the requirement, which will be considered by the NGA. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
