Organizational Messaging Service (OMS) National Gateway Center's (NGCs) Command and Control (C2) Messaging Interoperability

The Defense Information Systems Agency (DISA) Organizational Messaging Branch (SD43) is seeking sources for Organizational Messaging Service (OMS) National Gateway Center’s (NGCs) Command and Control (C2) Messaging Interoperability. DISA is seeking information for potential sources for life cycle software and hardware maintenance services, systems and network engineering, logistical, operational and security technical services necessary to maintain the OMS NGC’s C2 messaging systems infrastructure and components.

Additionally, this requirement includes collaborating with the OMS product developers to ensure software maintenance is above the Government's availability management threshold of 98.7%, 24 hours a day, seven days per week, while guaranteeing the messaging capabilities are fully maintained and when required modified to satisfy evolving requirements.

A critical element in this effort is the sustainment of NGC operations and the provision of security engineering support to address ever-changing and expanding system security compliance requirements and rectify vulnerabilities within the established United States Cyber Command timelines.

The requirement also includes providing technical support for continuation of the priority objective of ensuring organizational messaging interoperability between Department of Defense (DoD) services and agencies, Intelligence Community (IC), non-DoD agencies, and allied and coalition nations.

Update 28 January 2024: The Organizational Messaging Service (OMS) National Gateway Center's (NGCs) Command and Control (C2) Messaging Interoperability requirement will be competed as unrestricted using the GSA Alliant II. The Government anticipates posting an RFP in February 2024 to the GSA Alliant II vendors. Due to system limitations, the response due date had to be updated/cleared to post the above additional information. The Government is NOT asking for additional responses.
