NOTICE OF INTENT TO SOLE SOURCE The Defense Information Systems Agency/Defense Information Technology Contracting Organization intends to negotiate a sole source contract with President and Fellows of Harvard College for the Harvard Senior Executive Fellowship course. A limited sources Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on SAM.gov to comply with the public display requirements of FAR 6.305.

The proposed contract action is for the Senior Executive Fellows a professional development program for executives who want to sharpen their leadership and managerial skills. It is designed for senior leader federal employees and their corporate sector, international, non-profit, multi-lateral, and military counterparts.

An immersive four-week executive leadership skills program will provide attendees with a framework for problem solving, conditioning to ask the right questions and find the most strategic approach to challenges. Explore issues such as cooperative versus competitive interactions with governmental agencies, political appointees, the media, as well as private sector organizations and individuals.

Through analysis of the experience and interactive discussions about the critical choices made by key players along the way, gain valuable insights, training, and practice in making challenging leadership decisions about actual situations in real time.

The Senior Executive Fellows curriculum will help to identify and analyze the challenges and opportunities facing the organization—and master them both politically and technically; develop strategic plans of action using communication, negotiation and coalition-building skills; manage the tensions between long-term policy goals and short-term political pressures; and create an organizational environment that is responsive to change, but also true to its purpose and tradition.

At this time, the President and Fellows of Harvard College is the only source capable of providing all necessary services for this leadership and professional development program specific to senior level government employees. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), as implemented by FAR 13.106-1(b), soliciting from a single source.

Companies who believe they can provide this service must indicate their interest in writing within 15 days of this notification and include a detailed capability statement. No reimbursement for any cost connected with providing capability information will be provided. All responsible sources will be considered in evaluating the determination to issue a sole-source contract.

Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal. A solicitation will NOT be posted to SAM.gov due to the sole source nature of the requirement. The North American Classification System (NAICS) code 611310 will be used for determining company size status.
