An Award has been issued as an unrestricted sole souce basis to Elsevier BV for Knovel Web Based application subscription that provides the USCG academy with 37 subject collections and electronic books and journals for cadets, staff & faculty. Products are only bundled on the Knovel Platform not available through any other provider but Elsevier.

Furthermore products under this subscription are unique and available else where based on pervious market research for material, contents and bundle for Knovel without going through Elsevier BV. Library databases are the exclusive property of a single vendor. The unique bundling of information and delivery on a proprietary platform require a sole source purchase. Awarded 7/8/2024 - Elsevier BV for a 12-month subscription.
