The U.S. General Services Administration (GSA) is conducting market research through this presolicitation notice to identify qualified private-sector lessors with existing, contiguous office space available within close proximity to the National Science Foundation’s (NSF) current headquarters at 2415 Eisenhower Avenue, Alexandria, VA.
This action supports the planned relocation of the U.S. Department of Housing and Urban Development (HUD) to NSF’s present facility and the resulting near-term need to provide NSF with suitable alternative space to maintain continuity of operations.
This market research is aligned with GSA’s ongoing efforts—consistent with the Trump Administration’s agenda—to right-size the federal real estate portfolio by reducing the government’s physical footprint, consolidating where feasible, and avoiding long-term costs to taxpayers. Responses will inform the government’s acquisition strategy; this notice is not a request for proposals. However, based on the responses to this advertisement, the Government may determine to proceed with a sole source action. GSA seeks to lease the following space:

N/A Additional Requirements: Offerors must satisfy this requirement in a manner that allows the Government to lease the required space at an amount below GSA’s Fiscal Year 2025 prospectus threshold ($3.926M).
Offered space must be Class A office space in turnkey condition, furnished for 35% systems furniture and 65% office furniture, and ready for immediate, 100% occupancy by the end of November 2025. Offered space must be contiguous within a single building or in a shared location (e.g., a campus setting or single building) with a complementary federal agency that can create a high-profile science and innovation hub and which will allow for shared infrastructure based on shared data protection standards such as data centers and other security related uses.
A Metrorail Station must be located within 2,640 walkable linear feet (WLF) from the main entrance of the offered building. The offered building must have the ability to meet ISC Level III security requirements. Offered space must provide access to flexible meeting and event spaces such as shared auditoriums, conference centers, and training rooms to accommodate major stakeholder meetings, public events, and interagency workshops.
Offered space must provide access to shared services such as cafeterias, parking, fitness rooms, bike storage, and childcare facilities. Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the lease. A fully serviced lease is required. Offered space shall not be in the 1 percent annual chance floodplain (formerly referred to as 100-year floodplain). Not all minimum requirements are stated in this advertisement.
Entities are advised to familiarize themselves with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by the Federal Acquisition Regulation (FAR). Building name(s) & address(es); Contact information and e-mail address of Offeror’s Representative; ABOA and rentable square feet available (identifying the specific floors and square footage on each, with Common Area Factor) and its condition (shell, or built-out, and if so for whom); Asking rental rate per ABOA and rentable square foot, fully serviced; Scaled floor plans (as-built) identifying offered space; A description of additional tenant concessions offered, if any; Evidence that the offered space will meet the other specific requirements identified herein; and Offeror’s name and address, and a written statement from Offeror identifying Offeror’s representative and granting authority to provide information on the property.
