Notice of Intent to Sole Source PinPoint II LRE CCA Development

In accordance with FAR 5.2, this is a notification of a proposed sole-source contract action to provide the USGC C5I Service Center- Electronic Repair Facility (ERF) with the development and delivery of Diagnostic Test Routines to be develop within the Pin Point II Operating System software, TestVue®. Included in this development and delivery package are electrical Interface Adapters, and Partial Schematics for the Profibus DP MXA electrical circuit card used onboard the CG WMSL fleet.

The USCG, C5I Service Center, intends to solicit and award on a soles source basis under the authority of FAR 13.106-1(b) to Astronics Test System, Inc., 12700 Ingenuity Drive, Orlando, Florida, 32826-2752, United States. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - only one responsible source and no other supplies or services will satisfy agency requirements.

The USCG has identified Astronics Test Systems Inc. as the sole source provider of the required Pin Point II Automated Test Equipment System used to test and repair electronic circuit boards which are a vital component of the Coast Guard WLM and WLB propulsion systems for CG Cutters. Not repairing would impact the CG Cutter fleet as CG would be unable to repair damaged circuit cards, thus making the propulsion systems inoperable and the impacted cutters as not mission capable.

All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than (NLT) 10 am ET of 25 June 2024. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.

This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice.
