This is a solicitation for commercial products prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number 52800PR240001904 is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-06.

The United States Coast Guard, C5I Service Center (C5ISC), has a requirement for one (1) Master RF Test kit with spectrum analyzer and cable/antenna analyzer. This dual kit offers a full spectrum analyzer for both RF Spectrum, Cable and Antenna. A full spectrum dual kit is needed to perform testing in the C5I RF Lab, as well as troubleshooting during First Article Testing installations.

This dual kit must be full spectrum to capture all RF frequencies and include a spectrum analyzer and cable/antenna analyzer. It must provide all necessary equipment for installation, troubleshooting and maintenance of coaxial cable and antenna systems, as well as performance analysis. SK-SH-KIT Included in Kit: SK-6000-TC, 1 MHz - 6 GHz Cable and Antenna Analyzer SH-60S-TC, 9 kHz - 6 GHz Spectrum Analyzer 5017D-AV, 100 MHz - 1.3 GHz Wideband Power Sensor 25-T-MN, 25W RF Termination SK-CAL-MN-C6, Calibration Combo 4240-401, Adapter Kit Hard Carrying Case Specific requirements and tasks can be found in the attached Requirements Document. The anticipated award date is on or before 30 September 2024 with an anticipated period of performance of Date of Award – Six months.

The delivery order resulting from this solicitation will be issued as a FIRM FIXED PRICE delivery order, awarded to the offeror, conforming to the solicitation, with the lowest price offer. Only qualified offerors may submit quotes. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.

Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 3:00 p.m. EDT on 25 September 2024. Submit written offers only, oral offers will not be accepted. This RFQ requires registration with the System for Award Management (SAM) at the time a quote is submitted, excluding outlined in FAR 4.1102(a). UNIQUE ENTITY IDENTIFIER (UEI) NUMBER, FEDERAL TAX IDENTIFICATION NUMBER, AND CAGE CODE MUST BE INCLUDED. If applicable, include any socioeconomic categories or Government contract numbers. Please note the provisions requiring acknowledgment in 01904 Open Market Provisions and Clauses, notated by highlight. Responses to these provisions should be included with any response. Paper copies of this solicitation will not be issued and telephone requests or fax requests for the solicitation will not be accepted. The Government reserves the right to cancel this solicitation at any time.
