Notice of Intent to Sole Source - Buffalo Computer Graphics - Radar Simulator Computer

In accordance with FAR 5.2, this is a notification of a proposed sole-source contract action to BUFFALO COMPUTER GRAPHICS, INC. The United States Coast Guard, C5I Service Center, intends to solicit and award on a sole source basis under the authority of FAR 13.106-1(b) to BUFFALO COMPUTER GRAPHICS, INC (BCG) located at 4185 Bayview Road, Blasdell, NY United States, 14219. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - only one responsible source and no other supplies or services will satisfy agency requirements.

Buffalo Computer Graphics, Inc. (BCG) Radar Simulator Computer is unique in that it was customized specifically to interface with the AN/SPS-50 radar system and AN/SPS-78/79 radar system. This requires highly unique circuit cards that produce electrical radar signals specific to the two radar systems.

Additionally, Buffalo Computer Graphics, Inc. is the sole source capable of providing the unique software specific to control, interface and produce radar simulations that meets minimum quality assurance standards for the ERF depot support requirements. There are no authorized resellers. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.

Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 2:00 p.m. ET on 23 August 2024. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes.

Oral communications are not acceptable in response to this notice.
