(See attached justification JOTFOC). 2. Regulatory and Statutory Authority This sole-source contracting action is conducted in accordance with Federal Acquisition Regulation (FAR) Class Deviation / Revolutionary FAR Overhaul (RFO) guidelines. 6681 - Instruments and Laboratory Equipment Requirement Summary: To preserve fleet-wide Search and Rescue (SAR) readiness, the U.S. Coast Guard (USCG) intends to negotiate and award a sole-source contract to FireTech Supplies (a registered small business) for the procurement of OMNIcheck SCBA test benches.
FireTech Supplies is the exclusive distributor of the OMNIcheck, which is the only NFPA-compliant test bench on the market that completely eliminates factory-return requirements through a proprietary user-level calibration kit.
Currently, the USCG must maintain an inflated float inventory of 18 legacy machines to cover remote, isolated OCONUS service centers in Key West, Honolulu, and Juneau due to massive transit delays, high freight costs, and logistical damage risks associated with shipping these delicate assets to Illinois for mandatory large-business factory calibration.
Transitioning to the OMNIcheck allows the USCG to perform localized, on-site calibration, enabling the agency to dramatically scale back its costly inventory, eliminate recurring transit risks, and ensure uninterrupted SCBA testing availability. Extensive market research confirms that no other commercial brand offers an NFPA-compliant SCBA test bench with decentralized, user-level calibration capabilities, and no third-party vendor can modify legacy systems to meet this operational threshold.
Because FireTech Supplies is the sole authorized vendor of this proprietary technology, they represent the only source capable of satisfying this critical requirement. Procuring the OMNIcheck directly supports federal socio-economic goals under FAR Part 19 by transitioning critical operational sustainment away from a large-business conglomerate to a small business.
Consequently, a sole-source award to FireTech Supplies is the only viable procurement method that meets the USCG's minimum technical and operational requirements. 4. Submission Instructions to Interested Parties This hereby constitutes a synopsis of the items included in this requirement. This notice is NOT a request for competitive quotes or proposals, and a written solicitation will not be issued.
However, responses to this notice demonstrating clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder critical mission objectives will be considered. The determination not to compete this proposed contract action is solely within the discretion of the Government.
Information received will be considered solely for the purposes of determining whether to conduct a competitive solicitation for future requirements regarding this program. The Government will not be responsible for any costs incurred by responding to this notice. 5.
