Notice of Intent to Sole Source Altova XMLSpy 2024 Professional XML Editor - SMP licenses and Support & Maintenance Package (SMP)

The Internal Revenue Service (IRS), Office of the Chief Procurement Office (OCPO), Office of Information Technology Acquisition (OITA), Tier Management, intends to negotiate on a sole source basis with Altova, Inc., Inc located at 3 Bessom St #122 Marblehead, MA 01945-2372 using the procedures in FAR Part 13, to provide Customized License Development. Altova, Inc., Inc is the sole provider for Altova XMLSpy 2024 Professional XML Editor - SMP licenses and Support & Maintenance Package (SMP) for Altova GmbH .

The statutory authority for other than full and open competition is FAR 13.106-1(b)., Soliciting from a single source. The North American Industry Classification Code (NAICS) for this acquisition is 541511 - Custom Computer Programming Services with a business size standard of 34M. This is not a solicitation for competitive quotes, nor will one be posted on SAM.Gov.

Although a determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.

All responsible sources may submit a Capability Statement in response to this notice, which shall be considered by the agency if received on or before 3:00 PM EST on June 8, 2024. The Capability Statement must contain material in sufficient detail to allow OITA to determine if the party can meet all of the requirements.
