Purpose The General Services Administration (GSA), Federal Acquisition Service (FAS), Supply Chain Management Contracting Division (Branch B), is conducting market research in accordance with FAR Part 10 to identify qualified sources, capabilities, and potential pricing structures for NSN 8105-00-179-0087 (Textile Bag – Sandbag). This effort will inform the development of a competitive Base + Option (1-year) BPA award.

Jute, Burlap, Cloth Face Width: 26.00 inches ± 5% Overall Length: 40.00 inches ± 5% Textile Weight: 6.75 ounces per square yard, single wall Style: Flat, stitched construction, open mouth, bottom/side seams Usage: For use in shipment of supplies and materials Packaging: 100 bags per bale, packaged per commercial practice, not to exceed 51 lbs per shipping container Testing: ASTM D3775 (fabric count) and ASTM D3776 (weight) or equivalent methods Marking: In accordance with FED-STD-123H (civilian) and MIL-STD-129R (military), including bar code marking Contractors are encouraged to maximize the use of recovered materials in accordance with FAR 23.403 and may be required to provide proof of compliance prior to first delivery . 3. Requested Information from Industry Interested vendors are invited to respond to the following:
Company Information: Name, address, CAGE Code, UEI, and business size (small, large, socio-economic category if applicable).
Capability Statement: Description of ability to manufacture or supply this item in compliance with the salient characteristics listed above.
Production Lead Time: Estimated time to produce and deliver bales to CONUS locations.
Historical Production Data: Typical monthly capacity, surge capability, and prior performance supplying federal or commercial customers.
Pricing Structure: Provide estimated pricing, including any available tiered pricing or zonal quantity break discounts (e.g., QTY > 9,999 units). Indicate if pricing can be scaled based on volume purchases.
Compliance Information: Certifications, quality assurance processes, and any applicable commercial or federal standards met.
