The Army National Guard (ARNG) Directorate of Information Management (DOIM) and AAS Contracting Office is seeking to issue a modification for an extension to the Cost-Plus-Award-Fee (CPAF) Task Order (TO) 47QFCA19F0038 that was competed and awarded under the GSA VETS 2 Government Wide Acquisition Contract (GWAC) in support of the ARNG NCR DOIM Information Technology (IT) Support Services.

This sole source extension action is to support the continued operation, maintenance, modernization, expansion, and further evolution of the National Capital Region (NCR) National Guard Bureau (NGB) Network Enterprise Center (NEC) and the associated IT, infrastructure, and program management support. This effort supports the ARNG NCR NGB NEC IT infrastructure, Campus Area Network (CAN), Local Area Networks (LANs), and associated services.

The ARNG NCR NGB NEC is responsible for the management and delivery of all Army Command, Control, Communication, Computers Information Management (C4IM) services provided to ARNG and NGB Joint Staff users within NCR. This effort is the primary means by which these comprehensive IT services are planned, delivered, and managed. TO 47QFCA19F0038 ends on June 9, 2025. A successor acquisition to TO 47QFCA19F0038 was awarded in May of 2025; however, it has encountered a post-award protest.

The GSA contracting office that received the protest is working to resolve the protest, but ARNG does not currently have a viable acquisition solution to ensure the continuity of its IT service requirements.

The earliest an acquisition can be awarded to ensure continuity of support is currently estimated for August 2025. To avoid a potential gap in services, it is essential to extend the DOIM Task Order so that the current contractor can continue providing critical services to ARNG while the post-award protest is resolved. The extension will have a period of performance of June 10, 2025 to August 9, 2025.
