FY25 GSA Streamlined Retail Electric Solicitation

Amendment 0015 incorporates into the solicitation updates to the Exhibit 1 ISONE and CAISO accounts including the auction schedule and account term and usage volumes. Attachment 12 has also been updated to show the auction date has been updated to Wednesday, August 13th. Finally, an updated version of the block and index calculator has been posted with this amendment and to the Enel's announcement page. All other terms and conditions remain unchanged.

Amendment 0014 incorporates into the solicitation updates to the Exhibit 1 ISONE and CAISO accounts including the auction schedule, highlighted in yellow; Usage Volumes for NGRID RI account 7794457003 have been updated; Attachment 12 has also been updated to show the auction date has been updated to Wednesday, August 6th, highlighted in yellow; and an updated version of the block and index calculator has been posted to the Enel announcement page. All other terms and conditions remain unchanged.

Amendment 0013 incorporates into the solicitation updates to the Exhibit 1 ISONE and CAISO accounts including the addition of the applicable price zone for Massachusetts accounts in Pricing Group 3; Eversource account 74012167826_92156000 has been removed from Pricing Group 3; and ISONE specific language regarding the 552.216-77 Economic Price Adjustment, highlighted in yellow, has been added to the Attachment 16. All other terms and conditions remain unchanged.

Amendment 0012 incorporates the ISONE & CAISO Questions and Answers into the solicitation. This amendment also includes an XLS version of Amendment 0011 ATTACHMENT 3_ Price Component Confirmation Table; a recent utility invoice for MECO account 9526266016; updated Customer Name Keys & account numbers for specific accounts; the block & index calculator spreadsheet and an updated Exhibit 1 ISONE & CAISO accounts. Attachment 12 is updated to change the auction date from July 15, 2025 to July 30, 2025. All other terms and conditions remain unchanged.

Amendment 0011 Amendment 0011 moves the ISONE & CAISO auction date to July 15th 2025; incorporates the ISONE & CAISO Questions and Answers into the Solicitation; updates the Streamline Electric Solicitation document; adds the Annual Usage Attestation Report and Attachment 18 Annual Usage Attestation Report; updates Attachment 3: Price Component Confirmation Table; and updates Exhibit 1 ISONE and CAISO Accounts. All other terms and conditions remain unchanged.

Amendment 0010 updates Attachment 3 - ISONE Price Component Confirmation Table to add Day-Ahead Ancillary Services Initiative; Attachment 12 Pre-Proposal Call Schedule and Exhibit 1 ISONE and CAISO Accounts.

Amendment 0009 revises Pricing Group 1 for PJM NJ accounts and removes the VA accounts. The auction date for the pricing group is Wednesday, May 21, 2025.

Amendment 0008 removes Pricing Group 1 from the 4/16/2025 auction.

Amendment 0007 drops the US Institute of Peace accounts from the Final Exhibit 1.

Amendment 0006 incorporates the Final Exhibit 1 PJM and ERCOT Accounts for the FY25 Retail Electricity Solicitation Amendment 0005 incorporates the PJM/ERCOT Questions and Answers and updates the final Exhibit 1 for the FY25 Retail Electricity Solicitation.

Amendment 0004 removed and replaced the Final Exhibit 1 PJM & ERCOT Accounts file.

Amendment 0004 revises Attachment 12: Pre-Proposal Call Schedule and updates the Final Exhibit 1 PJM & ERCOT Accounts. All other terms and conditions remain the same.

Amendment 0003 extends the technical proposal due date to March 27, 2025; posts Questions and Answers as of February 26 2025; updates the Solicitation document; updates Attachments 3, 12, 13; and posts the Final Exhibit 1 PJM & ERCOT Accounts.

Amendment 0002 extends the technical proposal due date to March 20, 2025 and the PJM auction date to April 9, 2025. All other terms and conditions remain the same.

Amendment 0001 extends the deadline for questions for the FY25 Retail Electric Solicitation from 2/19/2025 to 2/26/2025 at 3:00PM EST. All other terms and conditions remain the same. The U.S. General Services Administration (GSA) intends to award a contract(s) for the supply of all electricity supply commodity components up to the Delivery Points as specified in Attachment 13: Preliminary Exhibit 1 of this solicitation.

Pricing to the Delivery Point shall include all cost components specified in Attachment 3: Price Component Confirmation Tables of this solicitation. The Contractor shall supply the full requirements of such electricity for a term of up to sixty (60) months for the full monthly billing cycles. GSA will place a Final Exhibit 1 file(s) of its requirements into pricing groups, as indicated in Attachment 13: Preliminary Exhibit 1. Multiple awards are contemplated for this solicitation.

Contracts may be awarded at different times throughout the fiscal year as specified in Attachment 13: Preliminary Exhibit 1. Note the preliminary auction dates may be updated by GSA, notice will be provided to Offerors who are deemed technically acceptable by GSA for each auction. All responsible sources are encouraged to submit a responsive and complete proposal.

Any contract award(s) will only be made to an offeror, who, at the time of award, is licensed in the applicable state to provide electric supply to retail electric customers. Technical proposals must be received no later than 3:00 p.m. EST on March 7, 2025.
