Contrail SaaS Maintenance and Support

Contracting Office: U.S. Army Corps of Engineers (USACE), Portland District (NWP) will award a contract through the Portland District, 333 SW First Ave., Portland, OR 97204. This contract will be used only by the Portland District.

Contract Information: Contract will be for the Portland District use only. Award is anticipated to be a multiple year contract with a base and 4 optional years.

Notice: In accordance with FAR 13.106(1)(b)(i) Soliciting from a single source. For purchases not exceeding the simplified acquisition threshold. Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

USACE NWP intends to award a sole source firm fixed price contract to OneRain Incorporated, 1531 Skyway Drive, Unit D, Longmont, CO 80504-6270. The purpose of this acquisition is to furnish Contrail SaaS software maintenance and support for a one (1) year base period and four (4) optional periods. This is in support of the Willow Creek ALERT Flood Warning System, John Day Dam Project.

The software is proprietary to OneRain, Inc. This notice of intent is not a request for proposals or quotations, however, any challenges to this sole source must be received in writing by the Government for the purpose of determining whether or not to compete the requirement. Challenges must include information sufficient to enable the Government to make a determination that an equivalent equipment and service exists which would meet the Government's needs as stated herein. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.

Classification: The anticipated North American Industry Classification System (NAICS) Code is 541511 - Custom Computer Programming Services with the associated size standard of $34M. Interested parties may identify their interest and capability by responding to this notice no later than 1:00 p.m. PST, June 20, 2025, by email to Darrell Hutchens. All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government.
