Notice of Intent to Sole Source to TCarta Marine, LLC, for TCarta Trident Tools Enterprise Licenses and Annual Maintenance Support

Marine Corps Installations - National Capital Region (MCI-NCR), Regional Contracting Office (RCO), Quantico, VA hereby gives notice of intent to award an order against GSA Federal Supply Schedule 47QTCA24D00C5 to Tcarta Marine, LLC. (CAGE Code: 7Z0R5) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(B) Only One Source is Capable of Providing the Supplies or Services Required at the Level of Quality Required Because the Supplies or Services are Unique or Highly Specialized.

This procurement is to provide TCarta Mapping Against DEM (MAD) software license and maintenance support for the United States Marine Corps Intelligence Activity. The applicable NAICS Code is 541370GEO- Surveying and Mapping (except Geophysical) Services. Market research has revealed Tcarta Marine, LLC is the sole-source provider of its products and maintenance for federal customers.

Therefore, the government intends to procure this requirement on a sole source basis from the original equipment manufacturer (OEM) of the software – Tcarta Marine, LLC. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within three (3) calendar days after the date of the publication of this notice will be considered.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. Responses shall be emailed to Heaven Onley, at heaven.j.onley.civ@usmc.mil, no later than Friday 26, July 2024, 08:00 a.m. Eastern Time. Late responses will not be considered.
