Combined Sources Sought / Request for Information Notice: Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF) is conducting market research to determine industry capability and interest in providing a comprehensive service agreement to maintain, repair, and provide technical support for mission-vital instrumentation. The Agilent Technologies Gas Chromatograph/Mass Selective Detector (GC/MSD) and GC/ECD (Electron Capture Detector) instruments are past warranty, so a service contract is needed to maintain instrument function and longevity at PSNS&IMF. Complete performance requirements can be found in the attached notional Performance Work Statement (PWS).
Notional Period of Performance (POP): Base plus 1 Option Year* from date of award *This notional POP is provided for planning purposes only. The Government is not obligated to pursue this schedule or a future solicitation because of this Sources Sought. Based on the responses to the sources sought notice, this requirement may be set-aside for small business (in full or in part) or procured through full and open competition (unrestricted), the government intent at this time is for a single award.
All small business set-aside categories will be considered. Telephonic inquiries will not be accepted or acknowledged, the government will not be providing evaluations or comments to companies providing sources sought responses, but the responses will be used to inform the government as to the best means of procuring this requirement.
Eligibility: The North American Industry Classification System (NAICS) code for this procurement is 811210, Electronic and Precision Equipment Repair and Maintenance with a small business size standard of $34 Million in annual receipts. The Product Service Code (PSC) is W066 Maintenance, Repair, Rebuild of Equipment-Instruments and Laboratory Equipment.
Instructions to Submit Interest: If you are interested and have capability to provide the required service(s), please complete the Sources Sought Questionnaire attached to this notice and submit your response via email with the subject "42758707 Gas Chromatograph Maintenance" no later than the closing date and time of this notice to the following POCs: Nathan Grimm, Contract Specialist, nathan.c.grimm.civ@us.navy.mil Jacqueline Edgerton, Contracting Officer, jacqueline.f.edgerton@us.navy.mil The response to the sources sought/RFI shall be in either Microsoft Word or Portable Document Format (PDF).
Notice Regarding Sources Sought: This notice for sources sought is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This notice for sources sought does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not seeking proposals currently, nor accepting unsolicited proposals.
Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this source sought; all costs associated with responding to this source sought will be solely at the interested party's expense. Not responding to this notice for sources sought does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the SAM website (sam.gov).
It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. Information provided shall be treated as Business Sensitive or Confidential to the responder, exempt from public release under the Freedom of Information Act. PSNS&IMF may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement. This announcement for sources sought is released in accordance with FAR 15.201.
Information provided in response to this announcement for sources sought will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract.
