Intent to Sole Source for Ex-Libra RapidIll

Subject: Award a Sole Source Contract to Ex-Libris. FAR 6.302-1 - Only one responsible source (except brand name) The United States Military Academy (USMA) and the Mission & Installation Contracting Command (MICC) at West Point, NY award a sole source contract under the authority of FAR 6.302-1, only one responsible source and no other services will satisfy agency requirements for a service contract to Ex-Libris, to provide a subscription to RapidIll.

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(1) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The proposed contract is for Ex-Libris. The Government intends to solicit and negotiate with only one source under Simplified Acquisition Procedures (SAP), pursuant to the statutory authority of 10 U.S.C.

2304(c)(1) as implemented by FAR 13.106-1(b)(1)(i). For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.

The Mission Installation Contracting Command - West Point on behalf of the United States Military Academy (USMA) intends to award a sole source, firm fixed price contract to Ex-Libris, 789 E Eisenhower PKWY Ann Arbor, Michigan 48108-3218, to provide RapidIll access. The anticipated North American Industry Classification System (NAICS) Code is 519210 with the associated size standard of 1000 employees. This notice of intent is not a request for competitive proposals.

A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
