Notice of Intent to Sole Source Modification to Construction Task Order W912QR23F0387 for March ARB B.1203 Renovation

USACE Louisville District intends to award a sole source out of scope contract modification to CJW Construction Inc under Task Order W912QR23F0387 to to replace the exterior windows and painting the exterior of the building for the renovation of Building 1203 at March Air Reserve Base, California. CJW Construction Inc, is currently under contract to renovate Building 1203 at March Air Reserve Base, California.

This work includes the renovations to renovations to partition new offices and create open office spaces for the Prime Base Engineer Emergency Force (Prime BEEF). The Explosive Ordnance Disposal (EOD) user shall have a separate entrance and will be access controlled from the rest of the facility. The EOD spaces will be renovated for offices, training, storage, workout area, drive-through loading area and secured room.

The building fixtures, and finishes will be fully renovated to meet the requirements of the March Air Reserve Base (MARB) Facility Excellence Plan and will be arranged for optimal floorplan utilization. This work is considered out-of-scope because it involves a quantity of additional cost greater than what was originally scoped in the base task order. This out of scope modification will be issued on a sole source basis. This notice of intent is not considered a request for quotations or competitive proposals.

This is a written notice to inform the public of the Government's intent to proceed with a sole source modification to CJW Construction Inc under Task Order W912QR23F0387. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the direction of the Government.

Information received in response to this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should be e-mailed to the Government point of contact for this acquisition at Marcel.D.Hull@usace.army.mil no later than (NLT) 2:00 PM Eastern Time (ET) on 16 July 2024 to be considered. Responses should include:

1) Company name, address, Unique Identifier Number, and point of contact name of email address.

2) Identify business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS Code 236220.

3) Detailed information that will demonstrate that your business has the capability to provide above services.
