EMCS- Java Application Control Engine

The 502d Contracting Squadron intends to award a sole-source purchase order to Building Controls and Solutions (cage code 938B0), 2241 Valwood Pkwy, Dallas, Texas 75234, for the purchase of EMCS Hardware and Software to include Jave Application Control Engine. Building Controls and Solutions is the only contractor that can meet the needs of this requirement.

The proposed contract action is for purchase of the item in which the Government intends to solicit and negotiate with only one source, under the authority of FAR 13.106-1(b)(1)(i). Interested persons may identify their interest and capability of responding to this requirement. This notice of intent is neither a request for competitive quotes nor a solicitation for offers.

However, all quotes/offers along with certified distributor documentation for the analyzer that is received will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
