The U.S. Department of Commerce (DOC), Enterprise Services -Acquisition (ES-A), located in Washington, D.C., intends to negotiate on a single source basis and award a contract to Oceantic Network in accordance with FAR 13.106-1(b). ITA requires a training vendor to present on industry trends and technologies in the offshore wind sector.

ITA will organize a one-day comprehensive technical training workshop on offshore wind topics to be held at the U.S. Consulate in Sao Paulo, Brazil, on October 21, 2024. There will also be a future session in FY2025. A leading U.S. offshore wind industry organization will train Brazilian companies and government stakeholders, such as Brazil’s Ministries of Environment, Mines and Energy, Navy, Trade, and Finance on ways to develop the nascent Brazilian OSW sector.

The Contractor shall prepare an agenda with a minimum of 6 hours of presentations and content.

The agenda should provide an overview of the different aspects and requirements of offshore wind sector, including topics such as Industry Status, Elements of an Offshore Wind Farm, Siting and Site Characterization Overview (geophysical, geotechnical, metocean studies and wind energy assessment), Leasing & Permitting (An overview of the different leasing formats and permitting process, but without going into too much detail), Procurement Strategies & Supply Chain, Construction Logistics, Ports and Vessels, Community Engagement and Workforce Development.

It is the government’s preference that the presentations include references to U.S. standards, technology, legal and regulatory frameworks. The Contractor will bring expert trainers to deliver the training content at the U.S. Consulate in Sao Paulo on October 21, 2024, ending no later than 5pm. The Contractor shall provide as appropriate any accompanying materials or printouts to support the training, including an agenda. The Contractor will make presentations available to attendees after the event.

The Contractor will provide a Certificate of Completion to participants. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received to determine whether a qualified source is more advantageous to the Government, a contract will be issued to Oceantic Network.
