The Government hereby submits a notice of intent to award a sole source firm fixed price award for the US Coast Guard Sector Western Alaska and U.S. Arctic Region for technical support to create a Geospatial Asset management tool to develop operational requirements, existing geospatial tools and mission priorities. The tool is specifically designed to improve the management and oversight of remote Coast Guard assets within the challenging and expansive Arctic District.

The GIS Tool will facilitate streamlined workflows for critical functions such as asset inspections, routine and emergency maintenance, infrastructure planning, and overall asset lifecycle management, supporting diverse operations including drug interdiction and border security. This enhanced visibility and control over remote Arctic infrastructure is essential for ensuring operational effectiveness and resource optimization.

The vendor will be HDR Inc. 1917 S. 67th ST, Omaha, Nebraska 68106-2973 UEI: KG5KCNG22BK6 This action is being awarded on a sole source basis pursuant to FAR 13.106-1(b)(1)(i), services required by the agency are available from only one responsible source and no other type of services will satisfy agency requirements. The contractor has been working collaboratively with the Coast Guard for several years on a baseline concept of this tool, including research and data compilation for analysis.

Use of another vendor would require duplicating substantial background effort, causing delays in obtaining the analysis and assessment. This would create a financial investment hardship not overcome through competition. USCG Sector Western Alaska and U.S. Arctic Region, Anchorage, AK will be the procuring entity for this effort.

Performance will be located at Anchorage, AK 99505. The Government intends to acquire commercial items and services using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this requirement is 541618. This notice of intent is not a request for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 22 AUG 2025, at 1159 a.m., Alaska time.

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
