Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for the Design-Bid-Build (DBB) Mental Health Addition Wilmington DE Medical Center (VAMC) located at 1601 Kirkwood HWY, Wilmington, DE 19805. PROJECT DESCRIPTION: The Wilmington, Delaware VA Medical Center intends to issue a construction contract to completely renovate and in-fill the Auditorium for administrative space to support the expansion of the Mental Health program.
The contractor will furnish all materials, equipment, supervision, and personnel necessary to accomplish the project as indicated on the drawings and specifications. Work includes but is not limited to trades required for the complete interior renovation and in-fill of the Auditorium of building 1 on the ground and first floor, including but not limited to:
demolition, general construction, new construction of interior partitions, alterations, renovations, asbestos and lead abatement, interior finishes, doors and hardware, mechanical, electrical, plumbing, fire protection, and security systems. Refer to the construction drawings and specifications as accompanied herewith for details of the scope of work for this contract.
Demolition of the existing building includes, but is not limited to, the removal of all finishes, fixtures, interior walls (to include backup wall/inner wythe of the external wall), ceilings (to the upper floor slab and penetrations), lighting, electrical distribution, HVAC equipment, medical gas systems, fire/alarm systems, IT systems (to include BMS), plumbing and any abandoned commodities.
Office of Pettit Group Architects and Engineers, as the project Architect/Engineer, have prepared drawings and specifications which are to be used for the completion of this project.
ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the Lowest Priced Technically Acceptable (LPTA) procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $40 million.
The solicitation is estimated to be issued around late May 2024. The period of performance is approximately 420 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The VAAR Magnitude of Construction is expected to be between $5,000,000.00 and $10,000,000.00.
