Afirma Thyroid Testing VISN 23

This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source, fixed price indefinite delivery contract, as implemented by FAR 13.106-1(b)(2). It is not a request for competitive quotes.

The Department of Veterans Affairs, Network Contracting Office 23 intends to award a sole source, fixed price indefinite delivery contract to Veracyte,Inc,6000 Shoreline Court, Suite 300, South San Francisco, CA 94080. VISN 23 has a requirement for reference laboratory testing for Veracyte Afirma Genomic Sequencing Classifier (GSC) (CPT 81546) and Afirma Xpression Atlas (XA) (CPT 0204U) to provide physicians with a comprehensive solution for a complex landscape in thyroid cancer diagnosis and individualization of care.

Veracyte Afirma GSC testing enables physicians to answer multiple clinical questions for their thyroid patients using a single, minimally invasive fine needle aspiration (FNA) sample.

VA Nebraska-Western Iowa Health Care System, Omaha, NE 5. St. Cloud VA Healthcare System, St. Cloud, MN 6. Sioux Falls VA Health Care System, Sioux Falls, SD 7. Iowa City VA Health Care System, Iowa City, IA 8. Minneapolis VA Health Care System, Minneapolis, MN 9. VA Central Iowa Health Care System, Des Moines, IA Market research revealed that Veracyte,Inc is the only authorized services provider for the needed thyroid testing services.

The North American Industry Classification System (NAICS) code for this requirement is 621511 and the service code is Q301. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The Government understands that Veracyte,Inc is the only vendor that can provide the requested services.

However, vendors that believe they can provide the capabilities required to fully meet the Government's requirement may submit information in writing to logan.gahring@va.gov by 11:00AM Central Time on April 18, 2025. Such documentation will be reviewed solely for the purpose of determining whether to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
