This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions.

This Notice of Intent is for a proposed award of a sole source, firm fixed price contract to the following contractor in support of a procurement for the following item: HOUSE VIDEO RECORDER & LICENSING in support of VA Nebraska-Western Iowa Health Care System, 4101 Woolworth Ave, Omaha, NE 68105-3601 The vendor will provide: Installation (1) ADVER128R6DK VideoEdge 2U NVR, 128TB RAID 5 (160TB Actual), 4 NIC, 2 Storage Sets, Redundant PS Installation (1) ADVC-CENTLIC Centralized License Installation (117) VideoEdge Server SSA for 1 year Installation (2) ADVNSNVR-RR Relapse Coverage for Out of Date Servers at ACC and ONC Installation (90) ADVC-VECAM Centralized Camera License Installation (1) ADVASC01 Victor Professional License Installation (9) ADVASC01ADD Work Station License Unification of systems CCURE and Victor Video Management Lynx Integration to Unified Software Removal and return the Avigilon Server from Fisher House Assistance with initial setup and deployments of software ensuring that cameras are named properly and desired events are established Intent of this proposal will provide a video recorder large enough to add the parking garage and fisher house cameras with 30 days of recording and 50% future growth.

In addition to the video recorder a proposed moving camera licensing to a centralized system that will allow sharing of license to other video recorders and not permanently associated to the video recorder the license will be added. To perform the centralized licensing SSA must be brought to a current status on existing video recorders in acc and national cemetery.

Then an installation and license of a Victor video management application that will provide a interface to navigate all cameras from all sites on this system. This Victor video management system can be unified with C-CURE 9000 door access control management software for one unified interface that can share alarms and prompts in one screen. Included will be 9 additional workstation licenses for the Victor video management system for a total of 10 workstations possible.

This solution will provide a responsive and more reactive solution for the VA police, simpler management for VA networks team and low-cost licensing for cameras in future installations. This notice is not a request for competitive quotes.

Market research revealed that Omaha Electric Service Inc. has the parts and experienced personnel to immediately, with no delay, provide the required items and installation services. The North American Industry Classification System (NAICS) code for this service is 561621 (Security Systems Services) and the Product Service Code (PSC) is 6350 (Miscellaneous Alarm, Signal, and Security Detection Systems).

While this notice does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. Responses shall be utilized for market research related to future procurements of this type.
