Transaction Number: 691-26-3-685-01602.Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The VAGLAHS is in need to procure BIBPAP Hamilton C1 Non-Invasive Ventilators to continue to support the respiratory department at the facility. Respiratory staff will use this high-performance equipment in critical-care environments to deliver controlled pressurized oxygen /air to patient s lungs to help them breathe. In maintaining the current respiratory population and workflow in the department, the facility is trading in six end-of-life V60 Non-Invasive Ventilator Units to continue departmental support.

Amount: $91,222.683.

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Market research revealed that the items listed in this request can only be purchased from OEM, Hamilton Medical Inc; or the authorized SDVOSB distributor and SAC contract holder, Veterans Healthcare Supply Solutions Inc. Further investigation confirmed that the SDVOSB vendor has a mandatory SAC contract which cannot accommodate all the requested CLINS items outlined in the facility's request -including both Reno Service Training tuition and Clinical Training.

In addition, research also confirmed that this mandatory contract does not allow for the requested trade-in of the V60ventilator units, nor the associated trade-in credit to use towards the procurement of the new Hamilton C1 units. Due to the fact that the SAC contract from VHSS cannot accommodate this requisition based on the above-mentioned findings, the market research concluded that this acquisition cannot be completed under the current SAC contract, thus limiting availability to only one source.4.

Description of market research conducted and results or statement why it was not conducted: Market research was conducted using GSA, SCMS, the SAC, SAM.gov and the Internet. Market research concluded that Hamilton Medical Inc is the vendor of choice to procure all items listed in this requirement, and to provide trade in credit for the ventilators which have been deemed end-of-life. Hamilton Medical Inc is registered at SAM.gov. Additional research revealed that this vendor has no active and inactive exclusions associated by the Unique Entity identifier (N4J9QNT6TNN7).
