The Department of Veterans Affairs, Network Contracting Office (NCO) 22 is requesting quotes from contractors to The Contractor shall provide a community-based residential therapeutic environment and support services described in the attached Performance Work Statement – Substance Use Disorders Treatment Program (SUDTP) Intensive Outpatient Beds (IOP) within 20 miles of the Tucson VA Healthcare System located at 3601 S. 6th Ave, Tucson, AZ 85723 in direct support of the Southern Arizona VA Healthcare System (SAVAHCS).

G004- Social- Social Rehabilitation Length of Contract: Base Year and Four (4) One (1) Year Options Minimum Beds Required: 12 This requirement is a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract, and the contract period will be for five (5) years. Â Based on the results of market research under Sources Sought Notice 36C26224Q1119, posted on 05/03/2024 at sam.gov, an electronic solicitation is now being issued at https://sam.gov/.
The VA is soliciting this requirement as full and open competition. Please see the Request For Proposal Performance Work Statement for requirement information in Section B. Submit all proposed pricing in Section B (PRICE SCHEDULE). Ensure that the proposals adhere to all (EVALUATION FACTORS) in Section E of the proposal submission.
Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. The following are the decision factors: Price, past performance, experience. The award will be made to the response most advantageous to the Government. Responses should contain your best terms, conditions. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:
"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" Quoters shall list exception(s) and rationale for the exception(s), if any. Submission of your response shall be received no later than August 15, 2025, 3:00PM PST to omar.majette@va.gov only.
Subject line shall include RESPONSE TO RFQ 36C26225R0039 as the considered respondent. Deadline for Questions is 3:00PM PST, Monday, August 11, 2025. No questions will be accepted after that point. The solicitation will be amended with the answers after program POC provides the answers. This solicitation is being made under FAR 13.106-2(b)(3) using Simplified Acquisition Procedures.
