REQUEST FOR QUOTE 36C26225Q0404: This notice is a Request for Quote (RFQ). The RFQ identifier is 36C26225Q0404; and, the RFQ document, with instructions (36C26225Q0404.pdf), is electronically attached in the Attachments/Links section of this notice. The Department of Veterans Affairs, Network Contracting Office (NCO) 22 is requesting quotes from contractors to provide transitional housing services as part of its community-based Health Care for Homeless Veterans (HCHV) Contracted Residential Services (CRS) program.
The HCHV-CRS Program, an essential and critical part of Veterans Healthcare Administration, is vital for providing a gateway to VA Greater Los Angeles Healthcare System (VAGLAHS) and community supportive services for eligible Veterans who are homeless. This emergency transitional housing program is designed to address the needs of the most vulnerable and at-risk homeless Veterans.
This requirement is a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract, and the contract period will be for five (5) years. Based on the results of market research under Sources Sought Notice 36C26225Q0404, posted on 01/29/2025 at sam.gov, an electronic solicitation is now being issued at https://sam.gov/. The VA is soliciting this requirement as full and open competition.

PLEASE NOTE CHANGE TO THE PERFORMANCE WORK STATEMENT (PWS): A change was recently incorporated into the PWS, which does not appear in the version contained within this notice. This change will appear in the PWS contained within the contract. This change updates Paragraph 17.12.3 of the PWS, as follows:
17.12.3 Contractor shall have fire emergency and disaster plans (i.e.: fire, earthquake, bomb threats, active shooter, utility failure, etc.), including a plan for what happens when facilities become non-operational or unsafe for Veterans to stay. 17.12.3.1 This policy shall be forwarded to the HCHV COR Liaison within 30 days of becoming operational. If Contractor updates their policy, all updates shall be forwarded to the HCHV COR Liaison. 17.12.3.2 Drills shall be performed and recorded, per shift for knowledge and skills. These shall be maintained at the facility and provided upon request by the HCHV COR or VAGLAHS inspection team members.
