Custom Enclosed Biowaste Carts

NOTICE OF ITENT TO SOLE SOURCE. This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals.

The Department of Veterans Affairs, Network Contracting Office (NCO) 22, located at 4811 Airport Plaza Dr., Suite 600 Long Beach, CA 90815 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Delivery Order under FAR Part 8, specifically FAR Part 8.405-6(a)(1)(B) and (C), Only One Available Source. The North American Industry Classification System (NAICS) for this requirement is 339113, Surgical Appliance and Supplies Manufacturing.

The Federal Supply Class (FSC) is 6515, Medical and Surgical Instruments, Equipment, and Supplies. The Small Business Administration (SBA) size standard for this sector is 800 Employees. The intended Contractor is Pedigo Products, Inc., located at 4000 SE Columbia Way, Vancouver, WA 98661 USA. Place of Performance is the VA Greater Los Angeles Healthcare System, 11301 Wilshire Blvd Los Angeles, CA 90073-1003.

The Engineering/MTS service is requesting the acquisition of 20 Custom Enclosed Biowaste Carts for the Material Transport System (MTS). These custom carts are essential for transporting biowaste materials collected throughout the hospital, from various user floors to the processing and disposal area on the ground floor. Pedigo Products, Inc. has been selected to manufacture these custom-made stainless-steel carts once again.

These carts are specifically designed to fit and be compatible with the MTS overhead railing conveyor system and the special elevators called MTS lifts. The failure rate of the old Bio-Hazard carts has resulted in a shortage of carts for hazardous waste within the MTS department. The system operates multiple trips daily, necessitating that the carts be disinfected and washed after each use. Pedigo Products, Inc. is the sole provider of this proprietary module used within the Material Transport System (MTS).

Their design is uniquely compatible with the overhead system, special elevators (MTS lifts), and the related electronic, electrical, and mechanical components that facilitate cart transportation between locations. To keep compatibility with parts and current Biowaste carts, the VA Greater Los Angeles Healthcare System must continue to procure these carts from the original manufacturer Pedigo Products, Inc. This notice of intent is neither a formal solicitation nor a request for competitive proposals.

No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear and compelling evidence that the responding company can provide the same items/services, and that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
