Special Notice Special Notice Page 3 of 3 Special Notice *= Required Field Special Notice Page 1 of 3 Notice of Intent to Award a Sole Source Bridge Contract for VA Loma Linda Security System Maintenance The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VA Loma Linda Healthcare System (VALLHCS) intends to award a sole source bridge contract under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements," to SecSol Inc. dba Security Solutions.

The North American Classification System (NAICS) code for this acquisition is 561621, Security Systems Services (except Locksmiths). This notice is for a bridge contract for a period of approximately three months, from 05/05/2024 to 07/31/2024 to ensure continuity of essential services while the competitive follow-on contract is being finalized.

This procurement is justified as a sole source award to SecSol Inc. dba Security Solutions due to the fact that it is not possible to award the planned follow-on contract in sufficient time to meet the government s requirements, in accordance with FAR 16.191(b). The contractor has demonstrated unique capabilities and expertise that are critical for ensuring continuity of services without disruption, which is paramount to the mission of the VHA.

The inability to award the planned follow-on contract within the required timeframe has entailed this bridge contract to prevent a lapse in services. Interested parties may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 10:00 AM EST on 05/10/2024. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.

This notice of intent is not a request for competitive proposals. However, all responses received within nine (9) days after the date of publication of this notice will be considered by the VA.
