QUESTIONS ANS ANSWERS: Will Source testing need to be included in this bid? VA RESPONSE: Not sure what you mean by source testing. Will any part or all of the instrument calibration or testing need to be in accordance with BEI standards? VA RESPONSE: This is not a BEI safety device test, this is to calibrate feedwater valves, transmitters, and feedwater controls along with tuning on 3 boilers.
Will money need to be added into the bid for Planned and Unplanned repairs VA RESPONSE: No, repairs will be procured separately from this contract Under the Price/Cost Schedule section there are 5 lines. I would assume that the first three would be for the 3 Nebraska boilers and the last two would be for the DA tank and the Condensate tank. Is this correct? If so, we could obviously perform instrumentation calibration, however, the combustion tuning and testing would not apply.
With that being the case, the numbers given on these lines will be less. VA RESPONSE: No, Line Items are in reference all requirements of the statement of work. EACH line item references a new period of performance. The scope specifies the 5 pieces of equipment and what is needed for each piece of equipment. If repair money shall be added to the bid, will that apply to all 5 lines? VA RESPONSE: No, repairs will be procured separately from this contract. Will a site visit for this bid be scheduled? It would be ideal for all interested parties to perform a site visit for accurate pricing.
VA RESPONSE: No site visit is being offered for this procurement. Is this contract strictly boiler combustion tuning and instrument calibrations or will it involve safety device testing as well according to the VHA 1810 & BEI latest manual?
VA RESPONSE: Yes, strictly boiler combustion tuning and instrument calibrations. Does the site already have a boiler safety device testing contractor in place? If so, who is the incumbent?
VA RESPONSE: No, it was put on the safety contract which will be annual inspections by NBI certified inspector and safety device testing. In contracting now. May a semi-annual combustion tuning & calibrations be performed in a single week site visit? For example, Boiler 1 tuning and calibrations on Monday, Boiler 2 on Tuesday, Boiler 3 Wednesday, etc. N+1 will be maintained. That will be up to the contractor on what time they need to do the job. What communication do the transmitters use?
The HART (Highway Addressable Remote Transducer) communication protocol is a widely used digital communication protocol in industrial automation, specifically designed for data exchange between process control devices (such as sensors, instruments, etc.) and control systems. Please provide a list of all transmitters to be calibrated. The transmitters needed are in the scope.
In the scope of work Section # 7 tuning and calibrations requirements: Â line B, it cuts off and no information is given of what the VA does to prepare the boilers. Please provide the remaining scope. Boilers 1, 2, 3 will be Semi-annual tuning, burner combustion and 02 trim calibrations on natural gas and oil as well as testing the Low flue Gas Oxygen Level Interlock. In the scope of work Section # 8 for Response time: What is the expectation when responding to the non-emergent and emergent issues?
Such as sending a technician to site or responding to an inquiry via phone call & email.

Boiler and economizer stack temperature transmitters. If a technician needs to be sent for Section 8 response time, how do we bill for this? We rotate boilers for contractors and help with venting off steam.
